Mugshots
Managing the distribution of Mugshots is one of the most onerous tasks of any crime reduction partnership. BCRP Intranet enables an Administrator to do it more efficiently and effectively, within the constraints of police Information Sharing Agreements (ISAs). BCRP Intranet also enables Members to print Galleries of Mugshots which are always completely up-to-date. And if Members misuse their galleries, BCRP Intranet enables Administratiors to identify such misuse and trace the responsible Member. |
|
| Mugshot management & distribution |
Police Information Sharing Agreements usually require Administrators to sign-out Mugshots to Members and then to retrieve them - and a new set of signatures - before they expire. For under-resourced Partnerships this is a time-consuming and onerous task - and corners are too often cut. With BCRP Intranet, Mugshots are always up-to-date and automatically deleted at their expiry dates. There's no limit to the number of Mugshots that BCRP Intranet can handle. |
|
| Customised Mugshot Galleries |
BCRP Intranet generates different Mugshot Galleries for different types of offenders, and different types of Members. These include Galleries for Day-time and Night-time schemes (each with seperate Galleries for Targeted and Excluded offenders) ASBOs and Unidentifed Offenders. BCRP Intranet also generates 'Most Prolific Offenders Galleries' for gangs, retail, night-time and anti-social behaviour offenders |
|
| Traceable Mugshot Galleries |
BCRP Intranet enables Members to printout Mugshot Galleries at any time, in any places - as long as they comply with the rules of the Partnership. And with BCRP Intranet, if a Mugshot Gallery goes astray or is discovered in an unauthorised or non-compliant location, each Gallery is coded so that the Administrator can easily identify the Member responsible |
|
| Identifying Unknown Mugshots |
A special 'Unidentified Offenders' Mugshot Gallery is accessible to all members through BCRP Intranet, and Unidentified Mugshots are displayed on the eBulletin that is automatically generated and sent out by BCRP Intranet each week. This greatly increases the number of successful identifications - the crucial first step in successful offender-targeting. |
|
| Automated Mugshot expiry |
Mugshots which pass their 'Expiry Date' are automatically deleted from BCRP Intranet; however an Up-coming Expiries report allows Administrtors to monitor soon-to-expire offenders and can extend the expiry date if necessary and justified. |

Incident Reporting
BCRP Intranet makes it easier and quicker for Members to make Incident Reports. So they do it more often. The quality of the reports is better too, so more of them are useable.
|
|
| Online Incident Reporting |
Members can make Incident Reports online through BCRP Intranet. It's much quicker and simpler than using paper-based forms - so Members make more Incident Reports, all delivered instantaneously to the Administrator. BCRP Intranet can be configured so that police can also instantaneously receive copies of all Incident Reports |
|
| Structured Reporting |
BCRP Intranet's Incident Reports Forms are based on Home Office-approved classifications and Good Practice; key fields are obligatory so that reports can be consistent, detailed and exhaustive - yet they are designed to be quick and easy to complete. Each BCRP Intranet Report Form is customised to identify individual 'Hot Spots' specific to each Partnership, for analysis in BCRP Intranet's reporting system |
|
| Incident Reports associated with identified offenders |
When Members make Incident Reports through BCRP Intranet they associate the report with offenders featured on the Intranet - saving Administrators' and Members' time and 'hardening' witness ID confirmations |
|
| Incident Reports about unknown Offenders |
Because Members can upload CCTV or any other image with their Incident Reports, if they don't recognise the offender or he or she is not already included on the Intranet, BCRP Intranet enables the Administrator to gather images and sort them to help link incidents with offenders - even if they're not known to the Partnership. |

Incident Processing
Although BCRP Intranet generates more, and better, Incident reports, its Incident Report Management System makes processing those report much easier and quicker for Administrators. They will spend less time processing more reports. |
|
| One-click updating |
With BCRP Intranet's Incident Report Management System (which is included in all impementations of BCRP Intranet) the Administrator can quickly review each report received; incident summaries are automatically generated by the system and the Administrator can choose to add these - with just one click - to the online profile of offenders currently dislayed on the intranet. |
| Send on to police |
With BCRP Intranet Incident Report Management System the Administrator can decide on an incident-by-incident basis whether to send Incident Reports to police or to any other authorised third party |
| Card or Warnings Monitoring |
BCRP Intranet's built-in Incident Report Management System enables an Administrator to easily monitor the Yellow Card or Warnings status of all offenders so that they can easily be migrated from 'Targeted' to 'Excluded' on the intranet. |
| Automated deletion of personal information |
BCRP Intranet's Incident Report Management System automatically strips all personal data from its database after 2 years has elapsed since the last relevant Incident Report; anonymous statistical information remains so that BCRP Intranet can generate useful historical analysis reports extending back for up to five years |

Communication
It's not enough to have a great Intranet with great information in it. Successful Intranets need to actively encourage more and more Members to visit more and more often. Only that way will Intranet usage increase. So BCRP Intranet includes a powerful, automated eBulletin system - and other communication tools too. |
|
| Automated eNewsletters |
Every week BCRP Intranet automatically generates and sends out an eBulletin to all Members of the scheme. It displays click-through links to all items added to the intranet in the previous seven days. It's an invaluable - and powerful - way for Administrators to maintian regular communication with all Members, and constantly build usage of the Intranet. The eBulletin is entirely automated - it requires no involvement from the scheme Administrator. |
|
| One-off email function |
BCRP Intranet allows Administrators to send one-off email messages to all Members - or sub-sets of them. Administrators can simply write their email message and click a button - all selected Members get the email. It's ideal for urgent warnings or information that Members can benefit from immediately. |
|
| Subscription monitoring |
Most Partnerships are funded, at least partly, on subscription payments from Members. BCRP Intranet allows Administartors to select sub-sets of Members whose subscriptions fall due within the next few weeks, to send reminder messages to them - and then to send further chasing emails before and after subscriptions fall due. |

Reports
The full version of BCRP Intranet provides Administrators - and through them, their Members and Boards of Management - with access to a full range of reports on Offenders, Incidents and Reporters, as well as unique 'Benchmark' reports. All reports display annual data from the previous five years and monthly data from the last 12 months; all are displayed in tabular and graphic format; all can be saved in PDF format for distribution, or printing. |
|
| Analysis of Offenders |
Analysis of Offenders includes reports on Status - Offenders excluded, targeted, with ASBOs; Total number of Offenders; Offenders under 18; Offenders by Gender; Offenders by Ethnic type.
|
|
| Analysis of Incidents |
Analysis of Offenders includes reports on All Incidents, Reports Processed, Reports deleted, Reports sent to Police, Reports posted on Intranet; Incidents by Offence; Incidents by Type; Incidents by locations; Police response; Incidents outcome; Incidents by Type of loss; total of losses incurred and recovered. |
|
| Analysis of Members |
Analysis of Members includes Incidents by all Reporters; Top Ten Reporters; Reporters by locations. Information like this can provide the basis for local promotions such as 'Member of the Year' awards |
|
| Benchmark reports |
These unique reports allow Administrators to compare their own results with those of the average of all other users of BCRP Intranet. This helps the Administrator to define areas or activities which are above or below average - more/less assaults then average, more/less drug-related offences, more/less activity by specific ethic groups etc. This information can help the Partnership focus resources more effectively - and can provide uniquely valuable information for other decision makers. |

Content Management |
|
| Adding, editing and deleting content |
BCRP Intranet uses the Littoralis Content Management System which makes it easy to add and maintain content on the intranet; content is automatically deleted as appropriate; Confirming Emails are sent to the Administrator each time content is added, deleted or edited, or the intranet is updated; images and atttachments can be added to all content as necessary. |
|
| Content types |
Administrators can add a variety of different content to the Intranet including News, Events, Documents, Alerts, Graffiti and, of course, 'Mugshots' (Offenders' profiles). Content can be amended easily and quickly using our unique One-Click Editing system. Content can be previewed before saving. |
|
| Automated content handling |
BCRP Intranet looks after the 'retirement' of content automatically. Mugshots are automatically deleted at their Expiry Date; News items are added to the Intranet's own archive; documents are added to the intranet's library area; Alerts are automatically deleted after 14 days; Events are autoomatically deleted on the day the event occurs. |
|
| Authors |
Administrators can appoint 'Authors' to help maintain the content of the Intranet. 'Authors' have the ability to add, edit and delete their own content - but they cannot edit other Authors' content. Neither can they access the range of Reports and other Tools which are at the disposal of Administrators. Authors can receive Confirming Emails each time they add, edit or delete content. |

Membership Management
BCRP Intranet provides a number of Membership Management functions which make Administrators' lives a little easier...
|
|
| Adding and Deleting Members from the Intranet |
Adding Members to the intranet is a matter of submitting the Member's email address to the system (any number can be added in one submission) - a task which takes a second or two. Deleting Members is simple too. |
|
| Monitoring Member's Usage of the Intranet |
BCRP Intranet provides a set of reports to show Administrators which Members are most regular users of the Intranet - and which rarely or never use it. Sending emails to all Members who have not yet logged into the Intranet is simple, using the built-in 'One-off email function'. |
|
| Monitoring Members' Subscriptions |
Administrators can add a Subscription date to Members' details and use BCRP Intranet to identify all Members whose subscription is due to expire, for example, in the next 30 days. The built in 'One-off email function' can be used to email all such Members with a single reminder email. The same process can be run on Members who have still not subscribed seven days before expiry date. |

Security
BCRP Intranet handles data about real people, and real people's rights are protected by UK and EU legislation regarding Data Protection and access to stored personal information. So it's essential that only properly certified people can access the information in BCRP Intranet. We have a number of important security features to ensure that only the right people are allowed in... |
|
| Access control |
BCRP Intranet uses a proprietary secure RSA 1024-bit-based encrypted authentication handler at login. The system not only protects login procedures from technical interception but also sets session-cookies on Members’ browsers so that each time any page on the Intranet is accessed the session cookie is interrogated and checked to be valid. As well as virtually guaranteeing secure log-in, the system controls access to cached webpages (saved on the Member's own computer) requiring re-login. Each BCRP Intranet page is served under Hypertext Transfer Protocol Secure (HTTPS). |
|
| Physical security |
BCRP Intranet is hosted on Littoralis' own dedicated servers, located in the UK; physical access is reserved for Littoralis staff only; the physical location of Littoralis servers is not released to Partners. BCRP Intranet servers are automatically backed up in their entirety each day to Littoralis’ Raid-equipped back-up server, located geographically distant from the main host servers; Littoralis servers are supported by full hardware and software technical and replacement support on a 1-hour recovery basis |
|
| Password controls |
BCRP Intranets issue system-generated passwords to all Members; passwords are periodically replaced to minimise any password abuse by Members; IP addresses are logged to indicate possible password abuse; real-time access reports are available to Administrators |
|
| Elimination of removable data |
Because BCRP Intranets are readily accessible through the internet (subject to password control etc) there is never any need to copy and store data on Members' own computer equipment, or any need to copy data for physical removal to another computer. In this way the security issues involved in transporting data - unencrypted or encrypted - are eliminated. And our unique authentication handler means that any data stored in the 'cache' of individual Members' computers or browsers cannot be accessed without re-logging into the Intranet. |
|

|
Good Practice
BCRP Intranet imposes built-in controls on both the Administrator and on Members which ensure that all procedures are undertaken in a manner consistent with 'Good Practice'. That means if you stick to BCRP Intranet's built-in procedures you - and your Members - should stay legal. |
|
| Self-certification |
When Members first log into their BCRP Intranet they are asked to self-certify their compliance on existing 'Must Read Documents'. These can be downloaded by Members before they log in, in case they need to re-acquaint themselves. Access to the Intranet itself is not allowed until Members have self-certified that they have read, understood and will abide by these documents. For Partnerships whose existing documents do not specify access to digital or online information, additional Terms and Conditions can be displayed on the first-time log-in page itself. A detailed log is generated, accessible to Administrators, of the time and date of each Member's individual declaration. |
|
| Must-Read Document Management |
BCRP Intranet allows Partnerships to convert to an online Must Read Document Management system. This means that the only 'effective' versions of all Must Read Documents are those which are available for download from the Intranet. A report is available to Administrators which shows which Members have downloaded these documents - indicating which Members have self-certified but which have not actually read the Must Read Documents. The built-in Document Management System also means that Must Read Documents can be easily revised and Members can easily be obliged to re-certify against these new versions. |
|
| Password management |
BCRP Intranet issues system-generated passwords to all Members; this, along with the built-in 'remind me' function available to Members at log-in, means that passwords can periodically be reissued to minimise any password abuse by Members. BCRP Intranet also includes a Download Report which displays a log of every access by every Member, and the IP address of each log-in. Report tools allow Administrators to easily and quickly analyse this information to indicate usage patterns and possible password abuse by individual Members. |
